Letter from Joponese Consul-General to Canton Authorities.
I observe that nearly all the Canton newspapers have recently been publishing grossly inaccurate accounts of the diplomatic discussions now proceeding between China and Japan and further that inflammatory articles have appeared which are calcu- -lated to rouse the passions of the people and to stir up & spirit of antagonism.
In view of the attitude adopted by these newspapers, I cannot express a sense of serious apprehension with regard to the relations existing between our two countries. So far as I am aware, amicable conversations are proceeding between the Wai Chiao Pu and the Japanese Minister and there is no reason to doubt that a friendly settlement will soon be reached. Moreover, I would observe that the discussion, being of a diplomatic nature, is the concern of the Central Government and if it is made the subject of irresponsible criticism throughout the country not only will the attainment of a friendly settlement be delayed, but the cordial relations existing between our two Governments will be impaired, and the action of one side will ultimately involved both in màs-
-fortune.
I regard it as of the greatest importance that the friendly intercourse existing between the two countries should not be disturbed for one moment, and I have the honour to request that instructions may be issued to the press that in future they must discuss events with greater moderation and in such a way as to avoid stirring up bad feeling and to strengthen amicable
relations.
